The State Data section has been significantly updated, with new variables and a ranking of the states along each variable for ease of comparison.

The State Data section now contains a little program that allows you to vote for which state you think the FSP should move to. The program uses Cumulative Count: it gives each voter 10 points, which he may distribute among the 11 states on offer however he chooses. This program is intended as a way to familiarize FSP members and prospectives with the way Cumulative Count works. ??? Click here to try it out for yourself.

Elizabeth McKinstry has returned from the Florida Libertarian Party convention with the following report:
"Summary: My speech was well received, and generated a number of questions and discussions. I strongly recommend we continue with the strategy of speaking at state LP conventions, not only for recruitment purposes, but for the extraordinary networking opportunities.
"Special Thanks: To Jim Kearney and his sons who helped distribute materials, spread the word about the FSP with unflagging enthusiasm, and helped give me needed moral support in a place where I knew no-one. To Doug Kippel, who invited the FSP originally and was welcoming and friendly even though he had a million things to do. To Jim and Trish Sculpin, who sought me out to say hello after having discussed some details with Jason, and invited me to dinner for a great time!
"Details: I was told I would have 15 min to speak with 15 min for questions sometime on the afternoon of 2/2. Unfortunately, I thought, the agenda went over and I was bumped to after dinner, before the keynote speaker. As it turns out, this timing was perfect - people were relaxed, I didn't have to follow another speaker so I had everyone's attention, and I had extra time to rehearse and rewrite based on the conversations I had all day with the conference attendees. (I will post a typed version in a day or two.) The speech went very well - response was generally enthusiastic and positive. A few naysayers saw the project as competing with LP goals, which in some small sense is true, but I minimized that and emphasized the benefits for everyone in having a free society to point to as an example in the real world of how liberty works. I also emphasized the umbrella nature of our project - it is not only for big L and small l libertarians, it is for people all along the political spectrum who respect freedom. Biggest sticking points: many people want to know what state up front, and many see the scale as unrealistic. I think I addressed these issues satisfactorily, but we should be aware that those 2 questions added up to probably 80% of all questions asked."

On Friday Walter Williams mentioned the Free State Project on the Rush Limbaugh radio program. We contacted Dr. Williams a few months ago to let him know about the FSP, since his essays have helped to inspire the idea; it's good to see that the word is getting around! Speaking of word getting around, the FSP membership has increased rapidly since February 9th, averaging four new signers per day. Due to frequent requests, a running total of the membership can now be found on the left hand side of the main page . We caution readers that the tally is likely to fall behind frequently, as we don't yet have a way of updating the number each time someone signs up. Finally, the LP News has done a short piece on the FSP; you can find it in the "News Briefs" section of the latest issue; a link has been added to the articles section .

A new essay by Steve Cobb entitled "The First Dimension of Association" has been posted in the articles section. Elizabeth McKinstry recently returned from the Illinois Libertarian Party convention and reported it a success! Be sure to catch Robert Vroman's address to the Kentucky Libertarian Party on April 6. Finally, the Free State Project has incorporated as a nonprofit in the state of Nevada. This status will allow us to apply for federal tax exempt status, which would allow donations to be tax-deductible, and to obtain a bank account. On April 2 the Board of Directors will hold its first meeting, elect officers, and adopt corporate bylaws.

A new essay by Jason P. Sorens entitled "The Foreign Policy Implications of a Free State" has been posted in the articles section. The events section has been updated. The Board of Directors meeting scheduled for April 2 was postponed to this Saturday, April 6.

The Board of Directors of the Free State Project, Inc. met today. The Board enacted corporate bylaws and elected officers. To avoid confusion, the old "bylaws" (really the rules for participating in the Free State Project) have been renamed participation guidelines . To register as a participant in the Free State Project, you still need only read the Statement of Intent and these Participation Guidelines. If you'd like to participate in future Board meetings as an observer, you'll want to join the freestateproject e-mail discussion group , where new meetings are set up and announced. You can see the list of Directors and Officers in the About Us section.

At a Board of Directors meeting today it was decided to set up 3 committees for the Free State Project. If you would like to participate in one of these committees, please send an email to the appropriate person indicated below. In your email, include a paragraph on a suggestion or "bright idea" that you have for the activity of the relevant committee. For example, for the Publicity Committee you could submit a proposal for a poster or ad campaign; for the Research Committee you could submit your thoughts on a particular variable or variables of interest and how they should be treated in an analysis. For the Finance Committee, which is smaller, you should indicate instead your experience in accounting, financial planning, or business management. Here are descriptions of the committees and how they work:

At the meeting the Board of Directors also decided to change the participation guidelines slightly, removing the sentence, "Participants shall concentrate their efforts in a single political party, whose goal shall be majority control of the state legislature and the governorship." This statement could have jeopardized Free State Project tax-exempt status by giving the impression that our goals are oriented toward elections and legislation. (In fact, the goal of the Free State Project is solely to help like-minded people to move to a single state; after this happens, other organizations will take over with whatever political activism should arise.) The sentence also pre-judged the future political strategy of Free State Project participants when they enter the political realm and was thus thought too restrictive. All those who have signed the Statement of Intent before this change are now given the opportunity to withdraw their consent, even though no additional obligations were created by this removal.

The Research Committee has started work with two vacancies. Robert Vroman was selected Chairman. The other members of the committee are: Jason Sorens, Amanda Maxwell, Joe Littlejohn, Mike Ridge, Jan Helfeld, Ben Irvin, and Phyllis Schatz. The other committees are still looking for participants, so volunteer! And if you want to be on the Research Committee, there's still room for 2 more. From now on, meetings for all the committees will be announced in the events section.

The Research Committee met yesterday and agreed that "all states under 2 million population" will appear on the ballot when it comes to vote on our state. Would you like to know which state is best for the Free State Project? Well, thanks to a new spreadsheet, we are finally able to start answering that question. A beta version of a state comparison matrix can be downloaded by clicking here. The spreadsheet requires a recent version of Microsoft Excel for operation, and the file contains instructions on use.

We have added an FSP Store where you can purchase FSP logo merchandise, books, and more. Proceeds from all sales go to advertising and recruiting new members.
In addition, we've implemented a Web Community online forum right here on the FSP web site. This new web forum features a variety of boards focusing on such topics as libertarianism, politics, strategy and so forth, and utilizes the YaBB Message Board system. While it is currently available only in web format, YaBB developers are working on implementing an e-mail module which will allow users to get forum messages in email format as well as on the web. Please note that until this feature is implemented, we will continue to use the Yahoo Groups forums as well. Consider this a beta version!

The Research Committee is now accepting research papers on the states under consideration. If you would like to write a paper on one of the 16 states we're considering, please send it to Jason Sorens, the chair of the Research Committee. His email address is jsorens@freestateproject.org. Your paper should address the more "intangible" or non-quantifiable factors in our choice, as the quantifiable factors are already addressed in the state comparisons matrix. The first two research papers, by Research Committee members, can be found in the articles section. The reports are on Vermont and Montana.
The state data page has also been updated with a new theory section, and the FAQ has been extended.

The final cut in the number of states under consideration has been made. Barring unforeseen circumstances, this principle will govern the design of the ballot for the membership vote: "All states under 1.5 million population at the time of the membership vote will be included on the ballot for the vote, excepting Hawaii and Rhode Island, which have been eliminated outright for their big-government tendencies." Currently, that means these ten states are under consideration: Alaska, Idaho, Montana, Wyoming, North Dakota, South Dakota, Vermont, New Hampshire, Maine, and Delaware. It is extremely unlikely that any of these states will go above 1.5 million population and be eliminated before the vote, which of course takes place when we reach 5000 signatures. So...Seth Meeves of Denison, Iowa: congratulations on being the 1000th person to sign up as a participant in the Free State Project! Here's a quote from Seth: "I would be honored to have my name on the website. This is a great project and I whole-heartedly believe in the cause. I've gotten most of my friends (who are quite liberty minded) to join. I'm attending community college in my town and am trying to promote the free state project as much as possible." Good work, Seth! In fact, if everyone does as Seth has, and gets just 1 extra person to sign up every six months, we would reach 20,000 in a little over two years.

Elizabeth McKinstry's appearance at the New Hampshire Libertarian Party convention was a great success. Noted libertarian essayist Vin Suprynowicz endorsed the Free State Project in his speech to the convention, and Elizabeth was interviewed for the local 11:00 news in a very favorable piece. You can read the press release we sent out to NH media before the event here. We also have some more events coming up: Jason Sorens will be interviewed by truthradio.com tonight (Monday) at 7 PM Eastern, and he will also be addressing the Greenville County (South Carolina) Libertarian Party on October 3 at 7 PM and the South Carolina League of the South annual convention in Abbeville, S.C. on October 12. He will also be attending the Mont Pelerin Society annual meeting in London, England from October 5-10. This is not an FSP-sponsored appearance, and Jason will be present only as an observer, but if you would like to meet with him there, please let us know. Finally, Debra Ricketts will be present at Freedom Summit 2002 in Phoenix on October 12 and 13. More information on these events in the events section.

At the last meeting of the Board of Directors, Tim Condon and Matt Cheselka were voted in as new Directors, replacing Robert Vroman and Joe Littlejohn, who resigned due to time pressures. This morning the Free State Project was featured on the front page of the Union Leader newspaper of Manchester, New Hampshire. The article includes several quotes from FSP members: take a look at it online here. Jason Sorens' talk delivered to the Greenville County Libertarian Party and the South Carolina League of the South, entitled "The Free State Project as a Strategy for Strategies", has been added to the articles section. About 22 or 23 showed up for the FSP meeting in Atlanta, and Jason Sorens answered questions for about an hour and a half from members and prospectives. Elizabeth McKinstry spoke on Saturday to the Boston Objectivist Network for about three and a half hours; she was also interviewed for a Boston Globe story on the FSP, which you can read here. 20 people were present at the recent meeting of Mid-Atlantic Porcupines in Maryland, and plans are already being discussed for the next meeting. For more information, email Keith Murphy. We have added a new and exciting feature to the website: the "Activist Activator". You can use the Activist Activator to design your own, small projects (publicity, research, or anything else) for the FSP and report on them regularly - decentralization in action! The State Data, How to Help, and Frequently Asked Questions sections have been updated, as well as the state comparisons spreadsheet, and the front page has also undergone a facelift, including a tweaking of our mission statement. Finally, we would like to thank and congratulate all those who responded to our October e-mail appeal for funding. Please take a look at the list of supporters who donated over $100 to the FSP, and watch for our ad in the next issue of Reason magazine.

A very important change in the Participation Guidelines has been made. As many of you know, there has been widespread discontent with our system of selecting a state, Cumulative Count. After extensive study of alternatives and consultation with game theorists and mathematicians, we have decided to replace Cumulative Count with Simple Condorcet's Method. For a description of Simple Condorcet's Method and why it is superior to the alternatives for our purposes, please read the Voting Methods Report. As the Guidelines require, you may withdraw your Statement of Intent if they are amended. Please write to members@freestateproject.org if you would like to do so. However, we believe that the change will bring in new members, as some people have indicated to us that they would not join until we changed our flawed voting system.
